About Paperbark

Human services in Australia operate in a complex world of standards, audits, and regulations. There is significant pressure to meet ever growing compliance requirements, and as a result it’s easy for the paperwork to become disconnected from important work done every day.

A quality system should be a genuine asset to your business. It should be built for you, not your auditor.

Paperbark Quality Collective was founded to help providers achieve that.

The Paperbark tree is a symbol of resilience, renowned for its ability to thrive in challenging environments. This adaptability represents the strength to not only withstand adversity but to emerge stronger and flourish against the odds.

About Penny Halpin

I love hearing about and working with providers who are passionate about their work and the difference they bring to the sector.

In my previous role, I worked as a senior manager for a national certification body, where I was responsible for the technical review of thousands of audit reports and made certification decisions and provider recommendations across key Australian schemes, including the NDIS and HSQF.

As an unapologetic data nerd, I also excel at building business intelligence dashboards from scratch to give leaders the live, operational oversight they need to lead with confidence.

By pairing my certification experience with my skills in data analytics and visualisation, I’m excited to bring a fresh approach to quality and safeguarding in our sector.

Our Approach

PQC’s philosophy is that you are the expert in your own business. An effective quality system should reflect your unique way of working instead of forcing you into a generic mould.

The goal of our work together is to build a quality system that is authentic, useful, and embeds a culture of continuous improvement long after your audit is over.

If this approach resonates with you, I’d love to hear from you.
